Posted by Anup Baral July 21, 2016 :Prime Minister KP Sharma Oli today held talks with House Speaker Onsari Gharti Magar at former’s official residence at Baluwatar proposing to embed the bills related to the budget in the working schedule before the discussion over no-confidence motion takes place at the Parliament. PM urged the House Speaker to be mindful of the parliamentary tradition, practices and her own position’s decorum by prioritizing the budget related calendar, PM’s Press Coordinator, Chetan Adhikari, said. The parliamentary session has stalled following the registration of the motion of no confidence by the CPN (Maoist Centre) and Nepali Congress on July 13. The parliament was scheduled to deliberate on Finance Bill, 2073; the Bill on Mobilising Internal Loans, 2073 and Loan and Guarantee (21st Amendment) Bill, 2073 on the same day the motion was tabled. On the occasion, House Speaker Gharti told the PM that the discussion would take place from July 21. She also briefed the PM on her continuing consultations with various parties and concerned stakeholders on the subject and made assurance that the process would be dealt with on basis of consensus as far as possible. House Speaker Onsari Gharti today termed it as unfortunate for the country and people that the political parties were divided on formation of the new government rather than focusing on implementing the constitution. “The people want to see the parties united to implement the constitution, but they are divided over forming a government, it is not good that the parties who were united in establishing republican set up and making the new constitution are now divided,” she said. At an international seminar on vaccine organized by the Health Ministry, the House Speaker spoke of the division which emerged among the parties after registration of the no-confidence motion at the parliament and added it did not send a positive message. She also drew the attention of the government on procuring enough vaccines for the children in time and making Nepal fully vaccinated. Campaign for declaring country fully vaccinated On the occasion, Minister for Health, Ram Janam Chaudhary said the Ministry lending top priority to the vaccination programme and that it will increase the types of vaccines. The government is working on a campaign for administering enough necessary vaccines to the children and declaring Nepal fully vaccinated. President of the Women, Children, Senior Citizens and Social Welfare Committee under the Legislature-Parliament Ranju Kumari Jha said that in order to make vaccination programmes effective in the days to come, the Vaccination Act has been passed and that the process to create regulations for the Act has been in the final stage

Nepali national football team striker Bimal Gharti Magar has returned home from Belgium on Friday. According to All Nepal Football Association (ANFA), Bimal landed in Kathmandu at around 9 this morning. After landing at the Tribbuvan International Airport (TIA), he headed straight for Tribhuvan University Teaching Hospital (TUTH) where the postmortem of her sister's body is to be carried out. Bimal also met his family members including his mother at TUTH and tried to console his mother who looked devastated by her daughter's death. Bimal was in Belgium for more than past two weeks for the treatment of his left leg ligament and returned home following the mysterious death of his younger sister Manisha Ghartimagar. Bimal 's 17-year-old sister Manisha was found dead "under mysterious circumstances" at her home in Bardaghat, Nawalparasi district on Thursday morning

There is no doubt that the constitution is promulgated by the constituent assembly with a clean majority, something that can not be denied when the three largest parties have found a common ground. This has also made easier for the ruling coalition to oversee the marginalized populations voices to incorporate in the constitution. Legal experts have suggested that a new government be formed under Article 298 at a time when the Prime Minister KP Sharma Oli has been ruling out the formation of a new government. Nepali Congress President Sher bahadhur Deuba and CPN (Maoist Center) Chairman Puspa Kamal Dahal and other leaders of both the parties held discussions with legal experts over the formation of the new government. According to Surya Dhungel, a legal expert, a new government can be formed under the same Article 298, as the no confidence motion was filed against the current government formed under the same Article 298. Legal experts also suggested that there won't be any constitutional complexities to form a new government as there is a provision to form a new government under Article 298 and the Rule of 49 and 160 of the Legislature-ParlThe Oli government is already in minority after CPN (Maoist Center) withdrew their support to his government. But Prime Minister Oli has been saying that he would face no confidence of motion rather than resigning from the post. Article 298 (2) of the Constitution of Nepal states that a new prime minister will be elected on the basis of consensus within seven days of the promulgation of the constitution with the parliamentary session in operation and in case the parliamentary session is already prorogued, within seven days of the commencement of the House session convened as per Article 296 (6)iament Business Operations Regulations

Following are some effective and safe natural remedies for treating gastritis:

Ginger for Gastritis

Ginger: A small piece of ginger can be chewed some time before having meals. This stimulates digestion and also treats gastritis infection. About 120gm of ginger root taken four times every day for about eight weeks is helpful in eliminating bacteria and reducing recurrence of gastritis.

Tamarind: Tamarind water mixed with some asafoetida and cumin water should be taken as a drink is an effective natural remedy for gastritis.

Coconut water: Coconut water has a lot of minerals and compounds which are soothing for digestive system. It is very beneficial in removing toxic radicals from the body. It also helps maintain normal body temperature which assists in normalizing body digestive functions. Coconut water can be given to patient as frequently as possible in a day, for relief from gastritis.

Ajwain or carom seeds: Carom seed is a natural antacid. It reduces acidic reactions on the mucous membrane and relaxes stomach. Take a teaspoon of carom seeds with a little bit of salt for effective treatment of gastritis.

Rice: Rice gruel is helpful in forming gastric juice. People suffering from gastritis can take two bowls of rice daily for treating gastritis. In severe cases, take larger quantity of rice.

Potato: Take raw potato and extract juice from it. Drink half a cup of potato juice thrice daily fifteen minutes before meals. This is one of most effective natural remedies for gastritis.

At least five people were killed and 30 injured when a bus coming from Nepal collided with a truck last night in Uttar Pradesh's Bahraich. The bus was going to Delhi. Two people died on the spot and the other three couldn't survive through treatment. The accident took place at the NH28C.

With the recent political developments heading towards toppling of the incumbent government, Prime Minister KP Sharma Oli has said that his party—CPN-UML—will support the Nepali Congress senior leader Ram Chandra Poudel for the premiership.NC leader Poudel informed that PM Oli made such offer during a telephone conversation adding that he thanked the Prime Minister for his gesture. “He (PM Oli) stressed on forming a NC-UML coalition government,” said Poudel, talking to the post, “He said to support me for Prime Minister. I thanked him and said that I being a disciplined party worker cannot go against the party’s decision.” Leader Poudel said that he refused PM Oli’s offer saying that it is impossible to form a NC-UML government when the incumbent government is in minority and a no confidence motion has been filed at the parliament against the Prime Minister. Earlier, Prime Minister Oli had offered to support NC President Sher Bahadur Deuba for Prime Minister as soon as the main opposition party offered their support to estranged CPN (Maoist Centre), according to a source close to the NC President.The CPN (Maoist Centre) had withdrawn it support from PM Oli-led government after garnering support from NC—the largest party in the Parliament.The NC, on Wednesday, unanimously decided to support the new government o be formed under CPN (Maoist Centre) Chairman Pushpa Kamal Dahal.

KATHMANDU: Nepali Congress and CPN Maoist Centre, which have registered a no-confidence motion against the government, on Thursday warned the incumbent government against taking any significant decision with long-term effects as it had already been transformed into a caretaker one.

The two parties issued a joint press statement a day after they registered the no-trust motion at the Parliament and argued that the caretaker government could not take any significant decision except running day-to-day administration.

All the while, they spend their days hauling heavy planks and pushing cement-filled wheelbarrows across an extremely rickety walkway.Some images show the builders working on no more than rusty metal scaffolding.

Prime Minister KP Sharma Oli on Wednesday met President Bidya Devi Bhandari and informed the latter that he had reshuffled responsibilities of some ministers after Cabinet members from the CPN Maoist Centre resigned.

According to PM’s press advisor Pramod Dahal, the Prime Minister had reached the Sheetal Niwas this evening to inform the Head of the State about fresh political developments after approving resignations of eight Maoist ministers.

According to Dahal, Oli has assigned seven senior ministers to look after an additional ministry each from those led by the Maoist ministers till yesterday. “He has kept the Ministry of General Administration with himself,” he added.

According to a PM’s Secretariat source, Deputy Prime Minister duo Bijay Kumar Gachhadar and Bhim Rawal had been given the additional portfolios of Forest and Land Conservation and Home Affairs respectively.

Likewise, Bishnu Paudel, Deepak Bohora, Agni Kharel, Ram Kumar Subba and Shanta Manavi have been given the responsibilities of Ministry of Energy, Ministry of Supply, Ministry of Education, Ministry of Irrigation and Ministry of Agricultural Development respectively.

There is the provision of the formation of Council of Ministers under the transitional provision in Article 298 of the Constitution.

KATHMANDU: A draft of the alleged seven-point agreement, which the Nepali Congress and the CPN Maoist Centre struck to build a new equation and form a new government before the Maoist party formally pulled out of the CPN-UML led coalition government, has been leaked to media on Wednesday evening.

The cellphone app will bring all traffic-related information to the finger tip of mobile users and help them get information about road stretches facing and not facing traffic jams in real time.

The app would also help users report the traffic police about any road accident that requires immediate intervention. ‘Traffic Police, Nepal’ app enables users within the Kathmandu Valley to get information about traffic jams and the best route available for hassle-free drive. It will also help users file motorcycle theft complaint and report accident and hit-and-run cases, overcharging of transport fares, sexual harassment in public vehicles, among others, via smart phone.

Amid a dip in bilateral relations in recent months, eminent personalities from India and Nepal began talks here on Monday to review the gamut of ties between the neighbours. The first meeting of the Eminent Persons Group on Nepal-India Relations (EPG-NIR) was inaugurated by deputy prime minister Kamal Thapa, who also holds the foreign affairs portfolio.
